The speaker of the Magadan Regional Duma proposed to prescribe in the law the measures of state support of the northern supply

These recommendations, among others, were sent to the government of the Russian Federation, the Federation Council, regional governments and the State Duma faction.

The Chairman of the Magadan Regional Duma, Sergei Abramov, proposed that measures of state support for participants in the northern delivery be prescribed in federal legislation. This was reported on the website of the regional Duma.

At the end of June, Abramov took part in a round table meeting of the State Duma Committee on the Development of the Far East and the Arctic, as a result of which recommendations were prepared on improving the legislative support for the advanced development of the territories of the Russian Federation.

"The speaker of the Kolyma parliament made proposals on regulating the northern delivery and improving the efficiency of the functioning of the special economic zone in
Magadan region. They were included in the final document [prepared based on the results of the round table of the State Duma committee]," the statement says.

In particular, as indicated on the website of the regional Duma, in the final recommendations, the participants of the round table propose to accelerate the development and submission to the State Duma of the draft law "On Northern Delivery", which will define the concept itself, the circle of subjects on whose territory the delivery is carried out, the list of goods, measures of state support delivery participants, as well as planning, implementation and control over the execution of all delivery activities.

In addition, it is proposed "to consider the possibility of providing subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation in order to co-finance expenditure obligations related to the construction, maintenance of infrastructure intended for the storage of petroleum products in the Far North and equivalent areas with a limited period for the delivery of goods under concession agreements on the mechanism of the Far Eastern concession".

It is also recommended to consider the issue of the advisability of amending the federal law "On the Special Economic Zone in the Magadan Region", establishing additional preferences for Kolyma, including those currently provided for priority development territories, subject to the preservation of the free customs zone.
